Florida Expands Medicaid IDD Program, Sees Enrollment Growth in Managed Care

Florida Community Care reports surge in enrollment as state rolls out ICMC Program statewide for individuals with intellectual and developmental disabilities.

October 30, 2025  – Florida’s Medicaid program for individuals with intellectual and developmental disabilities (IDD) experienced a significant expansion in October 2025. Florida Community Care (FCC), the state’s designated managed care organization for this population, announced that 323 new members joined its plan following the statewide rollout of the Intellectual and Developmental Disabilities Comprehensive Managed Care (ICMC) Program.

Originally launched in 2024 as a pilot across seven counties, the ICMC Program now serves residents in all 67 Florida counties. This expansion, authorized through House Bill 1103 passed by the Florida Legislature in spring 2025, raised the program’s total enrollment to 700 individuals.

The ICMC Program is designed to offer both standard Medicaid benefits and additional home- and community-based services (HCBS) tailored to individuals with IDD. These services include personal supports, transportation, residential care, and applied behavior analysis therapy. Program participants are also assigned case managers through FCC, who work directly with members and their families to develop individualized care plans.

The program is closely linked to the state’s Agency for Persons with Disabilities (APD) iBudget system, which provides funding for personal care and other supports to individuals with IDD. While the iBudget program currently serves more than 35,000 people, over 21,000 individuals remain on the waiting list. As of May 2025, 358 individuals previously on that waiting list had enrolled in the ICMC Program.

Advocates and policymakers continue to monitor the impact of the expansion, especially as the state balances the demand for specialized services with the long-standing iBudget waitlist. For many families, the ICMC Program offers a critical new path to accessing needed care and support.

With statewide implementation now complete, Florida is poised to become a model for how managed care can serve complex populations within Medicaid, particularly when supported by coordinated case management and an emphasis on home- and community-based care.
