Delaware Department of Health and Social Services Announces Companies to Operate Medicaid Managed Care Program
Three companies were selected with Centene being added this round
July 28, 2022 – The Delaware Department of Health and Social Services (DHSS) announced that it has selected three companies to operate its Medicaid Managed Care Program.
DHAA will continue its managed care organization (MCO) partnership that began in 2015 with Highmark Health Options Blue Cross Blue Shield. Its 2018 MCO partnership with AmeriHealth Caritas will also continue. New to the Delaware Medicaid Managed Care Program is Centene’s Delaware subsidiary.
“We are pleased to reach an agreement with Highmark, AmeriHealth and Centene to provide these vital services to the Medicaid members we serve,” DHSS Secretary Molly Magarik said in a statement. “These companies not only will offer more choice to our Medicaid members, but they also understand Delaware’s commitment to value-based care, and to the critical services that our Medicaid members need and deserve. We appreciate the commitment of Highmark, AmeriHealth and Centene to providing a connection to care and support that will help our Medicaid members achieve their optimal health.”
Centene Expanding Medicaid Managed Care Reach
Centene’s Delaware First Health will join the other MCOs in providing physical health, behavioral health, and long-term services and supports through new contracts. It is the largest Medicaid managed care company in the United States. By adding Delaware to the list, Centene now operates in 30 managed care states.

Delaware’s Medicaid Managed Care Program services approximately 300,000 members. Open enrollment begins October 1, 2022 for those choosing plans for 2023.
