California DHCS Announces Intent to Award Contracts to 3 Managed Care Plans

Molina Healthcare, Anthem Blue Cross, and Health Net Selected

September 16, 2022The California DHCS announced its intent to award contracts to three managed care plans. Molina Healthcare, Anthem Blue Cross Partnership Plan, and Health Net were selected through the first-ever statewide managed care plan (MCP) procurement. These three MCPS will work to improve how health care is delivered to millions of Medi-Cal members.          

These MCP partners will engage with local providers and organizations to not only promote medical health care services but also support services to provide whole-person care. This includes working with local health departments, educational agencies, child welfare departments, justice departments, and more to ensure members receive coordinated whole-person care. MCPs will also be responsible for ensuring members have access to Community Supports through California Advancing and Innovating Medi-Cal (CalAIM).

Selecting these plans to fulfill the promise and power of our new managed care contract will not only help improve the health of our Medi-Cal members, but will also build a healthier and more equitable state and transform the overall health care system,” said Dr. Mark Ghaly, Secretary of the California Health & Human Services Agency. He then added, “These partnerships will help expand the reach of our health investments, and braid our broader efforts with the individual at the center,”

Intended MCP contract awardees will be responsible for providing care in select counties, as shown by the chart below. 

This procurement is part of DHCS’s efforts to improve how care is delivered to Medi-Cal beneficiaries. Through Medi-Cal, 99% of beneficiaries will be enrolled in managed care by 2024. 

In addition, DHCS is entering into a direct contract with Kaiser Permanente in 32 counties throughout the state. This is currently pending federal approval.
